The phalanx needs to establish a NCO research entry that will undertake and help the U.S. ground forces plan for the roleplay of future demands on the noncommissioned officer (NCO) corps. The performance requirements and associated knowledges, skills, and aptitudes (KSAs) value of future successful NCOs were used as a back end for developing tools that could be incorporated into an NCO performance management institution geared to 21st-century job demands.
